Union Level Consultation Workshop on Formation of WMO (WMG & WMA) at Tuzarpur UP

Registration

At the beginning of the session,all participants registered their name and filled-up the registration book and format by individual participants. CFs and SFs helped the participants to do it. Workshop was held at the Tuzarpur union parisad which is situated within the sub unit area. After that mid-level WMO specialist welcomed the participants for day long Union level consultation workshop and requested the chairman to inaugural the workshop.

Inaugural session

After the registration, all invited guests took the seat in conference room of UP. Respective UP chairman and ISPMC consultants took the seat in dais and respective chairman presided over the function. Mr. Porimol Chandra Das, Chairman, Tuzarpur UP inaugurated the workshop and requested to BWDB officials to excavate the silted canal and remove the water logged problems in this area and gave a thanks to BWDB for inviting him in a such types of gathering, and advised the attended members to share the activities properly and if possible to give them suggestion to include activities for the local peoples benefits.After that the Holly Quran and Geeta were cited in the beginning of the session by the participants.

Welcome speech

Md. Kamalur Rahman Talukdar,PC,ISPMC, stated as like as previous day speech and also informed them maximum project was prepared following "Top Down approach", people participants was totally ignored so that those project was not success/sustain. For this why, we will follow peoples participation as well as "Bottom Up approach" for the project sustainability. During planning and implementation of the project activities, yours (peoples) opinion would be included. Mr. Talukder also stated that a heavy flood was occurred in our country in 1954 then EP-WAPDA established in 1959. In the present decade, BWDB have been successfully implemented some related project such as Gonga-Kopotakho Irrigation Project, Pabna Irrigation Project, Barisal Irrigation Project, Teesta Irrigation Project etc. Already peoples are benefited by those projects. Then he requested them to contribute your opinion in open discussion session.

Project description through power point presentation (PPP)

Md. Masud Karim, Principal Extension Officer presented the WMO (WMG & WMA) formation & development processes one by one through PPP. He presented the previous day slides. He discussed the session very elaborately. Participants enjoyed the session. At the end of the session, some participants shared their experiences. Mr. Karim requested them to share their problems in open discussion session elaborately and in field level meeting.

Open discussion session

After the PPP presentation of Mr. Karim, an open discussion session was conducted to know the present problems on fisheries, agriculture, water logging and civil work etc. This session was mainly conducted through the respective experts

a.Agriculture

 1.Drainage congestion; 2. Low rice production rate; 3 Lack of quality seeds; 4. Availability of insecticides; 5. High irrigation cost; 6. Adulterate fertilizer; 7. No scope for soil testing and 8. Less use of balanced fertilizer.

b.Fisheries

 1.Peoples are not skilled on fish farming; 2. Water quality deteriorate in winter; 3. Need Fisheries training; 4.Unavailability of quality fish fry/fingerlings; 5. Lack of financial support for fish culture; 7. Suddenly fishes are died; 8. Noxious gas as well as fish disease and 9. Fishes are unavailable in open water (Beel).

c. Civil work

 1. Water logging problem and 2. Re-excavation of silted canal of the area. Respective expert informed that 2 (two) main khal will be excavated in this year. After completion of excavation, all responsibilities will be handed over to the WMO as maintaining guidelines of participatory water management (GPWM) and also informed Fukurhat Khal- length is 14.5 Km and Baliahati Khal is 16.245 km Stated problems on fisheries, agriculture and infrastructure which were enlisted to address it in SIP report.

Closing session

Mr. Porimol Chandra Das, Chairman, Tuzarpur UP who gave a special thanks to all attended participants basically local elite persons, farmers those spent their valuable time to this workshop. He agreed to all kind of cooperation will be given to the project implementation. Then he formed a “Foundation Committee” of 13 members with 3 female members, and declared the name of the committee members simultaneously.Lastly the workshop was closed with vote of thanks.
