Union Level Consultation Workshop on Formation of WMO (WMG & WMA) at Shotokhali UP

At the beginning of the session,all participants registered their name and filled-up the registration book and format by individual participants. CFs and SFs helped the participants to do it. Workshop was held at the Shotokhali union parisad which is situated within the sub unit area. After that mid-level WMO specialist welcomed the participants for day long Union level consultation workshop and requested the chairman to inaugural the workshop.

Inaugural session

After the registration, mid-level WMO specialist welcomed the participants for day long Union level consultation workshop and he requested the Chairman to inaugural session.Md. Anwar Hossain Jhuntu, Chairman of Shotokhali UP said that we are in village peoples, we need our development in my area mainly on canal, embankment, waterlogging problems and also drainage & irrigation system. We wishes every success of this project as because it’s a different types of project, then inaugurated this workshop with clapping of hands.After that the Holly Quaran and Geeta were cited in the beginning of the session and participants introduced himself one by one with including their name, address and occupation.

Welcome speech

Md. Abdur Razzak, Assistant Chief & Sociologist of SAIWRPMP-AF, Faridpur stated that there is a long history behind the establishment of this organization. Following the recurrent flooding occurred in three consecutive years from 1954 to 1956, food production reduced remarkably and the country was about to face a severe catastrophe. A huge amount of food was imported to cope up with the situation. Even then the price of food grains was so high that most of the low income consumers did not have capacity at all to buy those. In this context, a mission, led by J A Crug, former Secretary to the US government, was constituted to make recommendation for resolving the crisis. On the basis of their recommendation water and power sector divided like- Bangladesh Water Development Board (BWDB) and Bangladesh Power Development Board (BPDB). Peoples believed that BWDB works only infrastructural development, not involve other sectors but presently those ideas is not correct. BWDB works in infrastructural development with involve to produce more food (agricultural crop, fisheries, livestock etc.) for our country peoples and extra goes to outer country for earning foreign currency. You will be happy to know that BWDB made 3660 Km coastal embankment bad (coastal embankment) to protect HH, agricultural crops, fisheries, livestock and peoples also. BWDB have been excavated 193 Km canal to Kustia-Veramara-Cuadanga-Alamdanga areas for the reducing irrigation cost. As a result, farmers can grows more food and develop their socio-economic status. He also said that BWDB is a multidisciplinary organization and works jointly DAE, DoF and DWA etc. We followed “Bottom-UP approach” not Top-Down approach. In the beginning of any project we should take commitment to peoples participation and then started the project.

Project description through Power Point Presentation (PPP)

Md. Hafizur Rahman, Deputy Chief Extension Officer of SAIWRPMP-AF, BWDB, Faridpur presented the WMO (WMG & WMA) formation & development processes one by one through PPP. He presented the previous day slides of workshop. Participants enjoyed the session. At the end of the session, some participants shared their experience and he answered properly. Mr. Hafiz requested them to share their problems in open discussion session elaborately.

Open discussion session

After the presentation, an open discussion session was conducted to know problems on, fisheries, agriculture, water logging and civil work etc. This session was mainly conducted through the respective experts.Attended participants informed the following problems on fisheries, agriculture and infrastructure which was enlisted to address in SIP report.

Issues on


Shortage of good quality seeds; lack of agricultural training; no knowledge of safe food production technology; lack of balance fertilizer; lack of agricultural knowledge; adulterate fertilizer; shortage of knowledge on seed storage technique; fertilizer used without soil testing; fully dependent on local dealer and water logging problem.


Conflict between fishermen & paddy farmers; Lack of good quality fish fry/fingerlings; Fish disease; require improve fish farming training and No good/quality fish hatchery in the sub unit.

c.Civil work

Need to prepare 2 culvert from Nowtana via Junari road for develop drainage system of Kumar Nad; Need to prepare 1 sluicegate on the Boalkhal for water drainage system development of Chandkholabeel; Prepare a sluicegate on the front of Arowakhal& 1 sluicegate on Katoli-Boyra bridge; Need to footbridge near KalidaskhaliBatgas; Need to prepare sluicegate on the two bridges of Narkelbaria via Poragachi and Require to excavation khal from Arpara (Kanuda) to Kalidaskhali.

Closing the Workshop

Md. Anwar Hossain Jhuntu, Chairman of Shotokhali UP who special thanks to all attended participants basically UP members, elite persons and BWDB officials those who spent their valuable time to this workshop. He agreed to all kind of cooperation will be given to the project. Then he formed 13 members of “Foundation Committee “with 3 female members by participatory ways and declared the name of the committee members simultaneously.Lastly he closed the workshop with vote of thanks.
