Union Level Consultation Workshop on Formation of WMO (WMG & WMA) at Bana UP

Total Participant: 60 (Male-52, Female-8)
Maintain the previous day workshop procedure. Workshop was held at the Union Parishad of Bana which is situated within the sub unit area. After that mid-level WMO Specialist welcomed the respective chairman, members, stakeholders and elite person for day long Union level workshop and he requested to chairman to inaugural the workshop.In the beginning of the session the Holly Quran and Geeta were cited and after that Participants introduced himself with their name,address and occupation.
All invited guests took the seat in room. Respective UP chairman, PMO officials and ISPMC consultant took the seat in dais and chairmen presided over the function. He advised the attended members and elite person to share their experience properly and if possible to give them suggestion to consider it for the benefits of local peoples. And then chairman inaugurated the workshop After that cited the Holly Quran and Geeta in the beginning of the session by the participants and then introduced the participants himself with their name, address and occupation.
Md. Abul Hashem, former Chief Agronomist-Bangladesh Water Development Board (BWDB) and Agriculture Specialist of ISPMC, Faridpur who has given special thanks to all attended community peoples of Bana union under Alfadanga, Faridpur district. He said most of the peoples knows the name of WAPDA (Water and Power Development Authority) and he informed all types of establishment of construction like sluicegate, canal, regulator etc., are the WAPDA’s properties. Because there were no ownership of the local peoples. Over period, strategy has been changed. This project will be implemented by maintaining some rules like-participatory with Bottom-UP approach. That we have come to your village/areas to take proper decision. He said BWDB is doing work on water Resources Management by the participatory ways. He has explained the main objectives of the SAIWRPMP-AF in the Southwest region of Bangladesh. He discussed the needs of WMO (WMGs & WMAs) formation by the peoples participation because without participation,WMGswill not well functioning. With the project, drainage systems will be developed in your areas. For this reasons, land types will be changed. Cultivable land will be increased but open water areas will be reduced.
Project description through power point presentation (PPP)
The main project description was presented by Md. Hafizur Rahman, Deputy Chief Extension Officer, SAIRMPMP-AF, BWDB, Faridpur who presented the overall WMO (WMG & WMA) formation & development processes very attractively. Before starting his presentation, he informed the audience ADB, Netherland Government and The People’s Republic of Bangladesh are funding and their funding percentages, ADB-60%, GON-26% and rest of 14% Bangladesh Government. There are 7 sub-projects will be implemented in this area, Daduria-kandor Beel is one of them. He explained the perfect description such as individual areas, total HH, WMG’s covered villages, total WMGs of each sub-project etc. He also mentioned that project implementation will be depended to your (peoples) active participation.
Then he explained the Daduria-Kandor Beel sub-project information by power-point:
Thereafter he showed some successful activities of SW Phase-1 of Narail district like-The scenarios of sluicegate (before and after project) and its Operational & Maintenance (O&M) activities, farmers Field School (FFS), homestead gardening, agriculture & fisheries field demonstrations, sewing machine provided to poor women, Arsenic free deep tube well for supply safe drinking water, LCS activities of WMG members (excavation of khal), Child & Mother health care camping etc. last of all, showing successfully poultry rearing of WMGs poor women.He also said, in 2013, Southwest 1st phase project (Narail) was the best 3 out of 115 projects among the whole ADB project.
Open discussion session
After the PPP presentation, an open discussion session was conducted to know the local problems on fisheries, agriculture, water logging and civil work etc. This session was mainly conducted through the respective experts.
Attended participants informed the following problems on fisheries, agriculture and infrastructure which was enlisted to address it in SIP report.
Water logging problem; lack of balance fertilizer; lack of good quality seeds, unavailability of agricultural inputs; not available quality seed in this areas; adulterate seeds are available here and lack of agricultural training
Lack of good quality fish fry/fingerlings, No fish hatchery; high prices of aquaculture inputs; Lack of improve training for fisheries; Lees amount of fishes in canal; beel, lowland, floodplain etc and less number of pond in this areas.
c. Civil work
Need Mala Dakhinpara 1 vent Sluicegate to improve drainage system and also need excavation of Mala DakhinparaKhal (length-1 km),
Mr. Hadi Humayun Kabir, Chairman, Bana UP who special thanks to all attended participants basically UP members, elite persons and BWDB officials those who were spent their valuable time to this workshop. He agreed to all kind of cooperation will be given to the project. Then he formed 13 members of “Foundation Committee “with 3 female members by participatory ways, and declared the name of the committee members simultaneously.
And he closed the workshop with clapping of hands.
